This is about how I can get anchor tags to make the browser
a) scroll to that place (part of anchor fn?)
b) colour highlights on it


Just css1, which uses the :target to specify it, including the blinking.

The tricky thing is to get the scope for the anchor, given that it will be
highlighted.
Best thing is just to do id=anchorname because that works with everything,
including <LI> which is otherwise awkward because
a) of not having a clear </LI> normally
b) because <A name= > also has a problem because </A> are likely to be all
over the place and do not nest so you can't spec a large area.
